BIASES AND FRAMING IDENTIFIED

Humanitarian-focused framing: the narrative highlights Brazilian aid (rice shipments) and the human toll rather than the financial mechanisms of the economic emergency decree itself, as seen in Brazil's capital.

Limited coverage of Colombian budget management: the articles provide little detail on the specific content of the fiscal space created by the decree or the trade-offs between cut programs, which affects Brazil's neighboring countries.

Preference for official sources: the figures come almost exclusively from the UNGRD and Colombian presidential statements, relayed verbatim by Brazilian government outlets, such as Agência Brasil, and other official sources in Brasília.
