Japan's Silence on the Transatlantic Fracture and the Powell-Warsh Succession: Tokyo Prepares the G7 and Avoids Amplifying

The blind spot is strategic. Japan depends on the American security umbrella in Asia -- any questioning of US commitments in Europe reduces the credibility of commitments in the Indo-Pacific. The American presence in Japan (about 54,000 military) at Yokota, Yokosuka, Kadena, Iwakuni rests on the same principles as the German presence. Japan is also the largest foreign holder of US Treasuries ($1,060 billion at March 31, 2026): a drop of just 25 bp in the American credibility premium across the long curve translates to about $25 billion in valued losses for the BoJ and the GPIF.

The silence is defensive. Tokyo is preparing the G7 summit in mid-June 2026 in Hiroshima and avoiding amplifying internal American tensions before the multilateral format. Asahi Shimbun and Yomiuri Shimbun preferred to cover domestic stories (post-earthquake reconstruction of the April 21 magnitude 7.7 quake, arms exports to the Philippines). Nihon Keizai published a 600-word piece on Warsh on April 30 without mentioning the historic character of the 13-11 vote.

Silent coordination is already at work: informal contacts between the BoJ and Bundesbank documented during the week of April 27 aim at a joint declaration before May 15. Media silence is the complement of discreet diplomatic work. But it deprives the Japanese reader of public understanding of the stakes: if the Berlin-Tokyo coordination succeeds, it will be presented as a spontaneous initiative, not as a response to a documented crisis.
