France sees the escalation of the Black Sea battle as a sign of a war of attrition whose civilian toll has reached an unprecedented level since 2022.

Paris, July 16, 2026. Two days after hosting Ukrainian military personnel on the Champs-Élysées for the July 14th celebrations, France is closely monitoring a new surge in violence in southern Ukraine. According to reports from Le Monde and 20 Minutes, Russian strikes have killed at least thirteen people and injured around fifty across the country on Wednesday, including six victims in Soumy and Odessa. For the fifth consecutive day, the port region of Odessa has been targeted by Russian missiles and drones, damaging a warehouse, a gas pipeline, and several buildings, according to regional governor Oleh Kiper.
The battle for the Black Sea has also intensified: Moscow has claimed strikes against three cargo ships near Odessa, as well as against naval and oil installations, stating it is targeting ships "used to supply the Ukrainian armed forces." Three crew members of merchant ships were killed on Tuesday, according to the regional prosecutor's office. In response, the Ukrainian army has reported intercepting 101 of the 122 drones launched overnight and is intensifying its own attacks against Russian cargo ships, according to RFI.
A UN report, cited by RFI, documents this escalation: June 2026 was the deadliest month for Ukrainian civilians since April 2022, with 293 deaths and 1,990 injuries, according to the Human Rights Monitoring Mission (HRMMU). This toll is attributed to the increasing use of ballistic missiles and long-range drones striking densely populated areas, even in the western part of the country, in Ternopil, which had been spared until now.
On the diplomatic front, France notes the strengthening of European support: Ursula von der Leyen signed an EU-Ukraine agreement on joint drone production in Kiev, while the Twenty-Seven have extended protection for Ukrainian refugees by one year, now excluding mobilizable men. Latvia and Lithuania are simultaneously warning of risks of Russian sabotage against energy infrastructure in NATO countries, a signal being taken seriously in Paris as the "coalition of volunteers" reaffirms its military commitment.
France and the European Union are closely watching the Ukrainian military presence at the Bastille Day parade in Paris and the EU's announcements on drones and refugees.
