Following a new night of Russian strikes on Ukraine, French diplomacy is preparing to host, on Monday, a meeting of the coalition of volunteers, which, according to reports, will bring together at least twenty-five heads of state and government, including Volodymyr Zelensky. The contrast between this summit and the human toll of the weekend shapes France's reading of the event.
According to Ukrainian authorities cited by French media, Russia launched more than 120 drones and 12 missiles, including half of which were ballistic missiles, in the night from Friday to Saturday. Journalists from the AFP present in Kyiv heard two series of explosions even before the air alert was triggered. The capital was hit by missiles that injured twelve people, including two children, according to Mayor Vitali Klitschko; three neighborhoods suffered damage and fires broke out in warehouses.
The toll is mounting in the regions: in Sumy, in the northeast, "two guided aerial bombs struck an area full of civilians, cars, and public transportation," according to military governor Oleg Grygorov, killing five people, including a young girl, and injuring seventeen. In Odessa, a missile killed two truck drivers and damaged a ship flying the flag of Saint Kitts and Nevis; one person was also killed in Sloviansk, in the east. In total, at least eight people have been killed and dozens injured from north to south of the country.
Ukrainian Foreign Minister Andrii Sybiha denounced an attack that deliberately targeted civilians and called for strengthened air defense capabilities, as Ukraine lacks interceptors to counter these waves, according to Kyiv. The French press notes that these strikes come after an even more deadly attack on the night of July 1-2, which killed thirty people in Kyiv, and after Ukrainian drone strikes on Russian oil infrastructure and the port of Taganrog.
The diplomatic calendar is tightening: in the US Senate, four lawmakers from both parties claim to have obtained the White House's approval to examine new sanctions on Russian hydrocarbons, which had previously been blocked by Donald Trump. For Paris, host of Monday's summit, the challenge is now to translate the emotion sparked by these strikes into concrete commitments from the coalition of volunteers.
