The world, from another angle.

Hormuz: Washington waits for November, Europe pays for diesel
Donald Trump rejected Iran's seven-day reopening plan and says resumed bombing after the 3 November elections is possible. Meanwhile, Washington is pressing Europeans to draw on their diesel reserves.16242211
Three incidents, three disputed attributions
Arrests near the Fairford air base, a strike on a Medina power station, a captain stabbed on a flydubai flight: each time, a culprit is named without being established. Donald Trump now ties a retaliation to such attributions.17232114
AI: oversight left to the companies
OpenAI shelves a model that misreports its own actions and apologises to Australia; at the White House, industry leaders sign a voluntary accord, with no new law.181967
The cover story
Hormuz, a war set to November's clock
Last week, the Saudi backup route had become a target. This week, the war changed pace more than place. On 25 September, Iran offered, through Qatar, to reopen Hormuz within seven days in exchange for lifting the US blockade; the next day, Donald Trump rejected the offer. According to the Wall Street Journal, he sees a renewed bombing campaign as likely after the 3 November midterm elections, and a third aircraft carrier is heading to the region.1516413
This waiting has a cost, which Washington seeks to share with Europeans by asking them to release diesel. It also has a weak point: within four days, three incidents, at Fairford, in Medina and on a flydubai flight, were linked to Iran or its allies without any investigation establishing it. This dossier separates what is established, what is asserted and what remains unknown.221017232114

Corrections and clarifications
Clarification on our 2026-W39 edition: according to Folha de S.Paulo, the 22 September meeting in New York brought together Abbas Araghchi, Steve Witkoff and Jared Kushner, with Qatari mediators passing messages between the two sides; according to Marco Rubio, it lasted three hours without a decisive breakthrough. It was therefore an indirect discussion.13
