ANALYSIS
Helsinki, October 10, 2026. The Finnish press is treating the Russian diesel agreement primarily as a matter of price and supply. Ilta-Sanomat reports that Donald Trump described his call with Vladimir Putin on Friday, October 9, as "erittäin menestyksekäs" (very successful). Russia would immediately deliver over 300,000 tonnes of diesel to the American and global markets, followed by 500,000 tonnes in November and one million thereafter. Trump mentions up to three million tonnes, depending on the state of Russian refineries.
The industrial context is detailed. Helsingin Sanomat recalls that Ukrainian drone strikes have significantly reduced Russian diesel production this autumn, and that Moscow banned diesel exports in July to protect its domestic market. Deputy Prime Minister Aleksandr Novak told Tass that Russia could deliver as early as October and increase its exports in November and December if repairs progress. The newspaper places the announcement in a tense market: fuels have risen sharply since the American-Israeli attack on Iran in the spring, pump prices are at record levels in some areas, and the G7 decided the previous week to release 100 million barrels from its reserves over four months.
The American aspect remains in the background: HS notes that gasoline and diesel prices are a central issue in the early November midterm elections. The US Treasury has confirmed temporary access to the global market for Russian diesel.
MTV Uutiset emphasizes the reversal, citing the AP agency: the announcement is "shocking", Trump having signed sanctions just a month ago intended to slow down the Russian energy economy that fuels the war against Ukraine. According to Ilta-Sanomat, the Kremlin claims that the two presidents also focused on ways to resolve the Ukrainian crisis, addressed Iran, and agreed to continue cooperation between administrations and intelligence services; Tass reports the sixth conversation of the year and the 16th since January 2025.
On the Ukrainian side, Yle quotes Volodymyr Zelensky: the agreement is a "weak decision", the "gifts" made to Putin do not bring peace, and allowing the sale of Russian fuel is equivalent to "investing in the war". He believes the decision gives Russia more funds to pursue the war.
