ANALYSIS
Lisbon, October 24, 2026. The Portuguese press, led by Observador and RTP Notícias, presents the Olechky truce as a humanitarian ceasefire, rather than a step towards peace. On Friday, the White House announced that First Lady Melania Trump had secured a ceasefire between the parties in this city in the Kherson region, which has been occupied by Russia since the early hours of the invasion on February 24, 2022.
Observador emphasizes the state of the city, which had approximately 24,000 inhabitants before the war; only about 2,000 remain, including around 50 children, according to Tetiana Hasanenko, the exiled head of the local military administration, cited via the Kyiv Independent. Drones and artillery have made it impossible to deliver food and medicine or evacuate civilians by land. The newspaper also recalls that Pope Leo XIV had requested a humanitarian truce from the Russian and Ukrainian presidents in the preceding days.
RTP Notícias highlights the unprecedented nature of the agreement: Moscow and Kiev have accepted a humanitarian ceasefire in an occupied Ukrainian city for the first time since the start of the war, mediated by the First Lady after an appeal from the Pope. The White House figure (1,700 to 2,000 inhabitants) matches the order of magnitude given by Observador.
Portuguese sources also note a lack of clarity regarding the schedule. Observador reports the date of October 29 provided by the White House. RTP, on the other hand, cites October 27: Russian Chief of Staff Valeri Gerasimov announced the suspension of military operations starting at 4 am Moscow time that day, while Dmitry Peskov specified that the military is still setting deadlines and that the evacuation of inhabitants will take at least several days.
On the Ukrainian side, the General Staff stated on Telegram that it would ensure the execution of the decision of the Supreme Commander, Volodymyr Zelensky, for a "humanitarian mission" in Olechky, without directly mentioning a ceasefire. The Portuguese articles stick to these crossed official statements from Moscow and Kiev and do not comment on the political scope of Melania Trump's mediation or the terms of the truce's control.
