ANALYSIS
Bucharest, October 17, 2026. The Romanian press presents Donald Trump's decision as a new concession to Moscow. G4Media headlines with "o nouă concesie pentru Putin": on Friday, the American president signed a decree suspending the new package of sanctions against Russian officials, banks, and the "ghost fleet" of oil tankers, two days before the law was set to come into effect.
Digi24 highlights the paradox: Trump had himself promulgated the text last month, then "changed his mind on Friday". Mediafax specifies that the Lindsey Graham law, promulgated on September 18, was due to come into effect this Sunday, October 18. Trump invokes section 115, which authorizes suspension if the administration certifies that the national interest of the United States requires it. The certification was sent to Congress, but the order does not publicly explain the reasons. The text had passed the Senate by 86 votes to 11 and the House by 262 to 159.
The media detail what is being suspended: a 500% surtax on goods imported from Russia, 100% duties on the five largest buyers of Russian oil and gas, and on the five countries helping Moscow to circumvent sanctions. Mediafax notes that major clients, probably including China and India, are currently escaping these penalties, while the sanctions already imposed by other decrees remain in effect.
The context is being read through the American-Russian relationship. Digi24 recalls that the decision comes a week after the announcement of the purchase of Russian diesel to try to reduce global energy prices, despite the possible impact on Ukraine. Mediafax adds that Moscow has committed to delivering over 300,000 tonnes immediately, then 500,000 in November.
The Russian reaction occupies an entire article in Digi24. Kirill Dmitriev, Vladimir Putin's economic emissary, welcomes on Telegram a "truly important and historic moment": "instead of sanctions and confrontation, we have dialogue". The same text mentions the growing tensions between Trump and Volodymyr Zelensky and cracks in Washington's support for Kiev, which increases the concern of European allies.
G4Media recalls that Trump recently publicly criticized Zelensky, suggesting that Ukraine would need a new leader. Digi24 notes that the measure has sparked condemnation from Democrats in Congress.
